Firaxis Games hasn't ruled out the possibility of Gandhi's return to Civilization VII, suggesting he may appear as DLC. This follows an IGN interview with lead designer Ed Beach on February 13, 2025, clarifying the omission of some familiar leaders from the base game.
A Chance for Gandhi and Other Omitted Leaders

Beach addressed concerns about the absence of established civilizations like Great Britain and India, stating that the decision stemmed from the sheer number of popular choices. To make room for new and exciting additions, some familiar faces had to be left out initially. He assured fans that Firaxis is considering the long-term inclusion of these leaders and civilizations, leaving the door open for Gandhi's eventual return.

The developer's approach mirrors the extensive DLC releases for Civilization VI, suggesting a high likelihood of Gandhi's inclusion in Civ VII, albeit likely as downloadable content. While the exact release date remains uncertain, hope remains for the iconic leader's comeback.
