In addition to a Fugitive Head, you'll also need 1,000 Restless Rot and 50,000 Gem Fragments.

How to Find Fugitive Heads

Obtaining Fugitive Heads involves completing Whisper bounties in Headhunt zones, new areas introduced in Season 7. Upon bounty completion, there's a chance an Uprooted Cocoon will spawn, containing a Headrotten Boss. Defeating this boss sometimes yields a Fugitive Head.
