The story synopsis reveals, "Jason and Lucia have always known the deck is stacked against them. But when an easy score goes wrong, they find themselves on the darkest side of the sunniest place in America, in the middle of a criminal conspiracy stretching across the state of Leonida — forced to rely on each other more than ever if they want to make it out alive."

Jason, a former soldier, is trying to escape his troubled past but ends up working for local drug runners in Leonida Keys. His meeting with Lucia could be pivotal, and he hopes it will be for the better.

Lucia, on the other hand, was raised to fight by her father and found herself in the Leonida Penitentiary due to her rough upbringing. After her release, she's determined to make smarter choices to fulfill the dream life she and her mother envisioned in Liberty City. Fresh out of prison, Lucia sees a future with Jason as a potential way out, and players will follow their journey alongside the city's eclectic cast.

In addition to the protagonists, Rockstar Games introduced other key characters. Jason's friend Cal Hampton, a conspiracy theorist, believes everything he reads online, yet he's deeply attached to the Keys and assists Jason in his grander schemes.

Boobie Ike, a local legend, has transformed his street life into a legitimate empire, owning real estate, a strip club, and a recording studio. The game delves into the music scene with characters like Dre’Quan and the duo Real Dimez.

On the darker side, Raul Bautista, a seasoned bank robber, thrives on high-risk ventures, while Brian Heder, a veteran drug runner, operates a smuggling business in the Keys and offers Jason a rent-free home in exchange for help with local shakedowns.
