Mutt's Location:

Mutt is near a wolf cave southwest of the Nomads' Camp, east of the river bathing spot. The image below pinpoints his location.

Fast travel to the Nomads' Camp, then head southwest into the forest. You'll likely reach the cave's entrance, where you'll hear Mutt's whimpers. Approaching triggers a cutscene introducing Mutt and a wolf pack, along with a combat command tutorial. Choose to fight or flee; battling the wolves offers a skill-boosting opportunity.

After the encounter, Mutt becomes your companion. Hold L1 (while facing him) to interact, feeding him or sending him home.
