Firstly, you must complete the "Where Winds Return to Celestial Realms" quest in WuWa. This exploration quest, set in the Shores of Last Breath, is primarily combat-focused and can be completed in one go, though it may take some time. Completing this quest is crucial, as the arena where Nightmare Tempest Mephis resides will remain inaccessible until you finish it.

Secondly, you need to uncover all the Dream Patrols scattered throughout the Shores of Last Breath. Simply locating these patrols and having them appear on your map is sufficient; you don't need to complete them. Once you've discovered all the patrols, a notification will inform you that Nightmare Tempest Mephis is now available, and you can engage it at the location shown in the image above.
